New York, NY (March 9, 2017) – Zetlin & De Chiara Founding Partner Michael Zetlin moderated a panel entitled “Social P3s: Structuring the Transaction and Adapting Private Sector Experience to the Social P3 Project” at the Public-Private Partnership Conference & Expo 2017 (P3C) in Dallas on February 28^th.

The panel addressed the unique opportunities for public agencies and the private sector offered by Social P3s.  Specifically, the session explored: how traditional private sector transactions and experience can be viewed as a guide for approaching the Social P3 project; financing models for a Social P3 project; and how developer/agency agreements and construction agreements can be structured for the Social P3 project.

The panel included representatives from Goldman Sachs, McKinsey & Company, Star America Infrastructure Partners, and Weil, Gotshal & Manges LLP. The panel discussed topics such as:

•         The various types of social infrastructure projects;
•         How a Social P3 differs from other types of P3 projects;
•         Where the interests of P3 Infrastructure Funds and private developers align and diverge;
•         The pros and cons of different financing arrangements for Social P3s; and
•         The ingredients that will help a Social P3 be a success for all project participants. 

Michael Zetlin said, “It’s clear from this conference that P3s can be a viable alternative for financing and otherwise approaching both large-scale infrastructure projects and those in the realm of Social P3s such as health institutions, universities and other project sectors.”

P3C is a three-day event exploring the role of partnerships as it unites leaders from states and localities, colleges and universities, and public agencies, with industry to discuss infrastructure challenges faced nationwide; and how innovations in project delivery, procurement, life cycle asset management, and technology can help solve them. The group of over 1,200 attendees was comprised of developers, investors, builders and service providers, as well as public leaders, higher education officers and development agency officials at the municipal, state and federal levels of government.
