Updates to Local Law 97 (LL97) Building Requirements: Filing Extensions and Compliance Reporting Deadlines
Beginning this year on May 1, 2025, buildings are required to file Local Law 97 (LL97) reports every year by May 1st. Failure to timely file these reports carry monthly fines of $0.50 per square foot for each month the report is not filed. However, on April 21, 2025, the NYC Department of Buildings (DOB) announced that building owners "may request a LL97 deadline extension to August 29, 2025 by submitting the LL97 Extension Request ticket on the LL97 Reporting Portal and paying the filing fee." Once granted, the LL97 extension will also extend the deadline for benchmarking compliance to August 29, 2025." The extension will grant a grace period of two months during which the DOB will not issue fines for failure to file.
In New York City, Local Law 97 of 2019 as amended (LL97) is one of the most ambitious plans for reducing emissions in the nation, with a goal to reduce the emissions produced by the NYC's largest buildings 40 percent by 2030 and to net zero by 2050. Under this law, most buildings over 25,000 square feet are required to meet new greenhouse gas (GHG) emissions limits, beginning in 2024, with stricter limits coming into effect in 2030.
